Women without Borders/SAVE Strategy

Women without Borders is an international research and advocacy organization that seeks to provide women with a platform to have their voices and their concerns heard.
Women without Borders conducts a variety of campaigns in countries around the world with the unifying goal of empowering women as agents of positive change. We recognize the untapped potential of women as a driving force for change, and as the future leaders of an equitable, interconnected, and peaceful world.

SAVE (Sisters Against Violent Extremism) is the world's first female counter-terrorism platform. Headquartered at the Women without Borders offices in Vienna, Austria, SAVE brings together a broad spectrum of women determined to create a united front against violent extremism. SAVE provides women with the tools for critical debate to challenge extremist thinking and to develop alternative strategies for combating the growth of global terrorism.

Strategic Outlook:

SAVE breaks through barriers of nationalism, religion, and ethnicity in order to create a global network of women dedicated to ending violent extremism.

SAVE will function as a strategic platform to promote women's voices in the international security, counter-terrorism, and peacebuilding debates.

As the voices of civil society, women must be included as sought-after contributors in the security arena.


Women without Borders is in the process of creating unique local women's SAVE networks in countries affected by violent extremism. SAVE's global network will encompass a range of cultural, religious, social, and ethnic backgrounds in order to encourage critical thinking, reflection, and action. Through the creation of these chapters, SAVE will strategically position these women as a resource for each other as well as for key social and political stakeholders.

SAVE plans to conduct a range of pilot projects in the target countries, including work with schools, universities, NGOs, and local women's groups, in order to gain insight into effective models of challenging the ideologies of violent extremism. SAVE will continuously conduct comparative analyses of the projects in order to develop best-practice models.
SAVE will ensure that the women's messages from the global SAVE network will reach international organizations, relevant government bodies, and policy makers. Politicians and journalists can find alternate, oft-neglected viewpoints on conflicts, negotiations, and bases of popular support by turning to these women's networks.

SAVE focuses on all forms of violent extremism, regardless of religious, political, ethnic, or social affiliation.
